Municipal & public agencies

Villages, park districts, water and public works: union crews, public-sector incentive tracks, and a WBE line that counts toward your goal.

What your buildings need

  • Pump stations and public-works garages that need service capacity and a generator that starts when the storm hits.
  • Street, park and facility lighting on fixtures older than the crews maintaining them.
  • Fleet electrification — squad cars, public-works trucks, park district vehicles — and the make-ready behind it.
  • Life-safety systems in public buildings: emergency and exit lighting, transfer switches, inspection sign-off.

How it gets built

Public work runs union with Boyd Electric — municipal and public-works clients for 30+ years. LAW Ventures, Ltd. is a Cook County certified WBE for project management, energy consulting and supply, and counts toward a participation goal on the scope it performs.

Funding for this market

Utility public-sector programs and state grants; C-PACE does not apply to public buildings.

Up to 75%ComEd Small Businesses & Facilities — public facilities track

The track covers small businesses or public facilities with limited resources, and ComEd states that the ComEd incentives will reduce your out-of-pocket costs by up to 75% of your entire project. A free assessment by an authorized Service Provider comes first, the agency picks the upgrades, and the Service Provider installs. ComEd runs a separate public-sector mailbox for this work, and funds are first-come, first-served.

Ameren Illinois programBusiness energy-efficiency incentives — downstate and central Illinois

Ameren Illinois offers financial incentives for energy-efficient equipment upgrades in its downstate and central Illinois territory — not ComEd's northern Illinois footprint, so this matters only for agencies outside ComEd. Ameren publishes no dollar amounts on its web pages; the incentive values live in the Business Forms Library applications, and contractors must be in the Program Ally network. We check territory before we quote a number to a board.

Up to 80%Illinois EPA — Driving a Cleaner Illinois EV charging grants — ROUND 3 CLOSED

"Up to 80% of the cost of the installation of charging stations may be funded. Additional awards may incentivize charging infrastructure in eligible communities." Round 3 is closed — all available funding has been requested and the Illinois EPA is not accepting more applications — with no next round announced. Funding supports publicly-available Level 2 or Level 3 stations, which fits a village hall or park district lot. Rounds appear as Notices of Funding Opportunity without advance notice, so we keep the package ready to file.

6% to 30%§48E clean electricity investment credit

The base amount of the Clean Electricity Investment Credit is 6 percent of the qualified investment, increased up to 30% for facilities meeting prevailing wage and registered apprenticeship requirements — union public work carries the wage half; we confirm the apprenticeship hours before the 30% goes in a budget. Elective (direct) pay is available to government entities and tax-exempt organizations, so an agency that owes no federal income tax can still be paid the credit. Pre-filing registration is required, and it is claimed on Form 3468.

Cook County C-PACE is financing for commercial property owners, repaid as an assessment on the property tax bill. It applies to private property only — it does not apply to public buildings, so we do not put it in a municipal budget.

Pre-approval comes before the purchase order. Utility programs do not pay retroactively; we file first, then we build.
